Europe faces an evolving threat landscape, including armed conflict, cyberattacks, infrastructure vulnerabilities, and climate-driven emergencies. The growing relevance of civil resilience, security and broader defence-readiness goals to the post-2027 environment is clear. How will Interregional programmes (ESPON, Interact, Interreg Europe, URBACT) respond? Exploring both the contributions made to date in security preparedness, as well as how risk prevention and emergency readiness can be further built into future cooperation frameworks, through the dual use of project results, strengthened crisis response capacities of regional and local authorities and deeper collaboration across borders.
