This workshop explores how a skills-first, place-based approach can support workers through job transitions caused by the green transition, automation or lay-offs. Using OECD big data analysis, it presents a method for assessing occupational proximity – how similar jobs are in required skills – and how this can guide realistic, local career pathways. It addresses barriers like low mobility, skills gaps and local mismatches, showing how targeted training can help. Combining data insights with local experiences, the session highlights the key role of local authorities in creating smart, inclusive and regionally tailored skills strategies.
