Empowering Implementation: a strategic approach to administrative capacity building and supporting beneficiaries

Good governance is essential for the efficient implementation of funds, as well as for better delivery of public investment and services. This session will bring together insights from two important initiatives aimed at enhancing the effective implementation of cohesion policy funds: a pilot action on strengthening the capacity of beneficiaries and a study of roadmaps for administrative capacity-building implemented in 15 Members States in 2021-2027. It will explore lessons learned, practical tools and strategic approaches to empower programme authorities, as well as beneficiaries, thereby laying the groundwork for more efficient, impactful and future-ready fund management.

Session summary

The session has started with T33 presenting the results of the study on ACB roadmaps, which well fed into the next topic of support to beneficiaries that are part of eco-system implementing the funds. The OECD walked participants through the Pilot project and presented the results as well as the deliverables of the project, namely the report of the Pilot project and the Managing Authority toolkit for strengthening administrative capacity of beneficiaries. The session was concluded by the speaker from the North-East Romania Regional development agency, presenting practical examples of the benefits it gained by participating in both above mentioned projects. These presentations drew a lot of interest from the participants of the session, leading to continuous discussions even after the end of the session.
