- Raffaele Parlangeli is Director General of the Office for Territorial Policies and Territorial Cooperation at the Department for Cohesion of the Italian Presidency of the Council of Ministers, where he serves as Managing Authority of the National Programme METRO Plus and Medium-Sized Cities 2021–2027 and the National Programme Just Transition Fund (JTF). In these roles, he manages over €4 billion in resources dedicated to strengthening sustainable urban development, supporting just transition in industrial areas, and enhancing the resilience of cities and territories.
A chartered accountant and expert in multi-level governance, Parlangeli has more than twenty-five years of experience in designing, implementing, and evaluating European and national programmes. He has led strategic planning and programme management at local, regional, and national level, with a constant focus on the performance of public spending and on linking policy objectives with measurable results. His scholarly contributions include publications on performance management as a lever for enhancing the quality of public administration, innovative public-private partnerships, and the role of strategic procurement in cohesion policy.
Today, his work is increasingly focused on how performance management frameworks can integrate emerging tools such as artificial intelligence and predictive dashboards, enabling administrations to monitor risks, anticipate bottlenecks, and accelerate the achievement of milestones and targets. At the same time, he champions open innovation approaches—from living labs to collaborative platforms—that enable administrations to learn from citizens, enterprises, and local ecosystems, thereby embedding innovation into the cycle of cohesion policies.
