Many OECD countries are experiencing population decline and ageing, trends that are projected to continue in the future. These changes affect regions unevenly: while some large cities grow, many rural areas are shrinking, exacerbating labour shortages, straining services, and challenging housing or public finances. This session will explore reforms and investments to retain youth, build long-term resilience, and prepare for demographic change, drawing on case studies from Finland, Portugal, and Korea. This session will also mark the end of the OECD-EC project “Shrinking Smartly and Sustainably".
