
Europe faces growing threats—from geopolitical instability to climate change. Local governments, as first responders, play a key role in strengthening the EU’s resilience. For over 15 years, through the Covenant of Mayors, cities and towns have led inclusive clean energy transitions and climate adaptation. They boost energy independence by deploying renewables and replacing Russian gas. They also protect communities from climate disasters and redesign urban spaces for resilience. The 2025 Covenant of Mayors Ceremony on 16 October at the European Parliament will spotlight the vital EU-local cooperation needed to secure Europe’s future.
