Water resilience in the Mediterranean

This workshop focuses on water resilience in the Mediterranean, featuring insights from several European provinces. They share their experiences in addressing water challenges, emphasising the need for multilevel governance, aligned strategies, and policy integration to safeguard this fundamental resource for people, the economy and health. Special mention goes to the role intermediate bodies play in protecting water resources and involving all stakeholders and fostering adaptive capacities.

Session summary

-Local and regional authorities are key players in water management, and they play a significant role in implementing environmental policies. At this workshop, lead by Diputació de Barcelona, we heard from the provinces of Barcelona, Lucca and Viterbo about the experiences and practices in protecting water resources while involving all stakeholders and fostering adaptative capacities. And also, from a key player in the European water-management landscape (Water Europe).

-The municipalities of Catalonia and also the Province of Barcelona are facing the current climate crisis, specifically the water crisis. The drought is now a structural issue that threatens water supply and has necessitated the establishment of restrictions on the uses and quantities of water that can be consumed. The municipalities face several challenges that can only be addressed with a comprehensive approach to water management and through coordinated work between administrations. For this reason, the Barcelona Provincial Council supports the municipalities through a Comprehensive Water Management Strategy.

-The case of water management is worth addressing for the Province of Lucca is the one concerning the management of the Serchio river Valley. The Serchio river crosses a valley opening to the Province’s mountain area. The river in this part of the territory represents a resource not only for businesses, but also for tourism. Many are therefore involved and with different interests. Hence, a development programme for the area must necessarily take river water management into consideration and define, through a process of consultation with stakeholders, the policy guidelines and actions to be taken especially for and by local authorities. Hence the idea of experimenting the ‘RIVER CONTRACT’ tool. i.e. an AGREEMENT between different stakeholders of the river area (citizens, companies, those responsible for water management and use, public bodies responsible for hydraulic and hydrogeological risk prevention and management, tourist operators, environmental associations) aimed at identifying, through a participatory process, a number of intervention priorities that will be included the Action Plan.
