Small and medium-sized cities play a role in the growth of their regions, providing jobs and services. They create opportunities for people to live and work with a good quality of life. What policies transform cities into attractive places? The Spanish Presidency of the Council of the EU and ESPON will present a snapshot of innovative policies across Europe. We will discuss how these cities act as a balancing factor through a New Territorial Contract between rural and urban areas.
