
The Commission will present a report taking stock of the implementation of the 2022 EU outermost regions strategy. During the workshop, we will discuss key findings of the report and highlight examples of action supporting the development of these regions. With high-level speakers from the EU institutions and the outermost regions, we will explore ways to strengthen these regions’ characteristics across EU legislation and policies through a tailored and place-based approach.

Session summary
• There has been considerable progress in implementing the 2022 Outermost Regions (OR) Strategy.
o The Commission has reflected outermost regions’ specificities in legislative proposals, policy initiatives and programmes. This is much appreciated by the OR, as is the focus on putting people first.
o The European Commission, Member States, and ORs have translated commitments into concrete actions, focusing on transport, digital connectivity, and climate resilience.
• Cohesion policy plays a key role in OR development, OR are in the driving seat, while the European Commission is there to support.
• ORs are increasingly involved in EU initiatives such as the Connecting Europe Facility and the LIFE Programme, to protect the environment and improve connectivity.
• Article 349 of the Treaty on the Functioning of the EU (TFEU) remains pivotal in ensuring tailored policies and funding for ORs.
• The Commission is urged to continue providing tailored support to the OR and integrating OR concerns across policies, in particular in the future cohesion policy.
• More action is needed on improving maritime, air, and digital connectivity, green transport, and addressing poverty and social exclusion. There’s a continued need for focus on education, training, and job creation, particularly for youth; also on regional integration, agriculture, fisheries.
