In the Europe of tomorrow, municipalities and regions will have a major role in the decision-making process, with the territories representing the backbone of the principle of subsidiarity enshrined in the Treaty of Lisbon. Local authorities act as the institutional interface for citizens to take part in dialogue, solve problems and express opinions.

Session summary

The thematic workshop delved into the critical role of local authorities in the European decision-making process, highlighting key points for fostering effective collaboration between local and community institutions.
From the beginning, the discussion emphasized the importance of proactive engagement by municipalities, given that approximately 70% of European regulations have a direct impact on local territories. Moreover, the active participation of local entities in European policies and international cooperation was underscored as vital to strengthening their influence in foreign policy.
A frequent theme was the critique of increasing centralization of decision-making in Rome and Brussels, which risks sidelining municipalities from the decision-making processes. This trend deemed detrimental, must be reversed to ensure that European policies and investments address the real needs of local communities.
The Lombardy Region stressed the urgency of building a "bottom-up" Europe that amplifies the voices of its territories. In this context, collaboration between local, national, and European entities is identified as a key factor in promoting best practices and territorial specificities. Additionally, the importance of effective relationships between local autonomies and the central government was reiterated as crucial to tackling European challenges.
From the standpoint of young administrators, the strategic role of municipalities in developing cohesion policies and managing European funds was highlighted. These aspects are deemed essential for creating an inclusive and sustainable European future.
International perspectives enriched the dialogue, notably through the address by Mehmet Ertas, Mayor of Edremit, who emphasized the significance of transnational collaboration in building a Europe founded on peace and solidarity. His heartfelt message to future generations reaffirmed a shared commitment to creating a world characterized by harmony and unity.
In conclusion, the workshop reaffirmed the imperative for local authorities to assume a more prominent role in European policymaking. By doing so, Europe can become a space that genuinely emerges from its territories, addressing their distinct needs while championing a vision of collective prosperity.
