Hosted by BPIE & Eurocities, the workshop explores how cities can shape and strengthen National Building Renovation Plans (NBRPs). NBRPs should be guided by strong public consultation, including structured multilevel dialogues between national and local levels, before the 31/12/2025 draft deadline. With new survey insights and expert input from the EU, national and local levels, the focus is on governance, consultation and policy needs for local authorities driving building decarbonisation. Participants will share experiences, discuss challenges and identify ways to improve collaboration across governance levels to ensure NBRPs deliver on the path to a zero-emission building stock by 2050.

Decarbonising buildings is necessary to reach climate targets. Key policy tool is Article 3 of the EPBD recast which introduces national building renovation plans, with targets for 2030, 2040, 2050.
Ensuring sufficient and inclusive stakeholder engagement in the NBRP consultation process is essential.
Local authorities and city administrations are key partners in NBRP consultation and in delivery of effective buildings decarbonisation programmes on the ground.
More efforts are needed by national governments to ensure involvement in drafting NBRPs.
