- capacity building of local governments to deliver sustainability through dedicated training, knowledge, and experience sharing, with engagement of donors and international partners and central government initiatives;
- ensure citizens’ engagement in decision-making on infrastructure delivery (i.e. inform, consult, engage, empower) to enhance trust between citizens and public authorities and develop a better sense of ownership and societal participation in reconstruction;
- engage citizens in decisions on the design of sustainable infrastructure through community dialogue to ensure that infrastructure creates social value, promotes health and well-being, and enhances social cohesion and inclusivity.

The European Alliance of Cities and Regions for the Reconstruction of Ukraine has contributed in putting the involvement of Ukrainian Local and Regional Authorities in the Ukraine's reconstruction to the forefront of the political agenda of EU and Ukraine
Reconstruction of Ukraine is considered to be the way for its accession into the EU
Peer-to-peer cooperation, including city-to-city and region-to-region, especially for small towns and communities, is vital and needs to be supported by sufficient, preferably direct programmatic funding by the EU
Ukraine's communities in close vicinity to the front line or those already liberated have to prioritize the most urgent needs over long-term sustainable reconstruction
The process of decentralisation in Ukraine will continue and the key to the successful recovery process is indeed the decentralised reconstruction led by empowered, capable and knowledgeable LRAs
The Eurocities project on sustainable reconstruction of Ukrainian cities aims at producing the reconstruction blueprint guided by climate neutrality and sustainable development practices, closely mirroring the objectives of the European Green Deal
