Circular economy pilots (procurement and others) demonstrate circular potential but often fail to create real impact because organisations struggle with their implementation. This workshop on organisational change aims to provide a better understanding of organisational bottlenecks and share good practices on how to tackle them. It will also look at the current measures being taken to promote upskilling, reskilling and professionalisation of the public procurement workforce.

Session summary
The meeting was about the launch of C-PRONE, a platform designed to facilitate international collaboration among existing networks, projects, initiatives, and key actors in the circular procurement space. The platform will provide key resources and policy insights to the EU institutions, as they are updating the EU procurement legislation.
Highlights of the meeting:
• The new College of Commissioners is being formed and one of its mandates is to leverage the power of digital tools to deliver better and faster solutions to drive up competitiveness and innovation in the EU. C-PRONE is in synergy with this mandate by offering direct online access to key resources.
• C-PRONE can play a significant role in maximizing collaboration between partners, breaking down barriers, and driving up the implementation of circular procurement practices.
• C-PRONE aims to connect people working on circular economy initiatives, providing them with a platform to share and connect.
• The platform will also serve as a repository of knowledge and tools, making them easily accessible to those who need them.
• Circular Minds is an EU-funded project focused on scaling up circular procurement practices in organizations. It aims to share good practices and lessons learned to promote the adoption of circular procurement across Europe.
• Circular Minds can feed the C-PRONE platform with good practices, lessons learned, and tools, ensuring that the knowledge generated by the project is shared with a wider audience and remains accessible even after the project ends.

C-PRONE is designed to enable and facilitate international collaboration among existing initiatives in circular procurement [which] is needed because we see how it is still difficult to use circular public procurement in its full potentiality and capacity
[This collaboration allows us] to change procurement in Portugal and also to get knowledge from [C-PRONE] and share knowledge with [it] too.
[We see everywhere that] pilots are perfect, they work, they are success stories but, in the end, everybody goes his way and somehow [things] remains the same as always.'
To change this, we need to ensure that circular procurement practices not only inspire but are also scaled up and implemented through real policy change and shifts in daily practices.”
