- Mr. Rickard CARSTEDT is Regional Councillor (Social Democratic Party) and Chairman of the Regional Development Board at Region Västerbotten in Sweden. Rickard Carstedt is also Vice President of CPMR Baltic Sea Commission. Previously, Mr. Carstedt has served as Chairman of the Public Transportation Committee, Ombudsman at the Swedish Trade Union Confederation and Board member of the clean energy public utility company Skellefteå Kraft. Mr. Carstedt is engaged in clean tech matters, booming in Northern Sweden, and is strongly involved in transport issues and other subjects central to the development in the Northern peripheral regions and the Arctic.
