- PhD in Law, expert in public management in local government, former long-time local government official. A local government expert working for the Association of Polish Counties since 2008, he currently serves as Deputy Director in this organization. In recent years, he has provided expert support to institutions including the Chancellery of the President of the Republic of Poland, the Ministry of Internal Affairs and Administration, the Central Statistical Office, and the Małopolska School of Public Administration. He has lectured at the WSB University in Warsaw and collaborated with the Department of Local Government Economics and Finance at the Warsaw School of Economics. Among his local government activities, he served as Mayor of the Jabłonna Commune, Chairman of the Legionowo County Council, and member of the Legionowo County Board.
