- Clara Krämer is a researcher at the Technical University of Munich’s group on Public Policy for the Green Transition. Here, she leads work on reskilling, identifying which program designs most effectively move workers out of at-risk roles and into low-carbon jobs. In related research, she assesses how European industrial policy in climate technologies affects innovation, supply chains, and regional growth using large firm-level datasets.
Before academia, Clara Krämer worked as a policy advisor in the German Parliament’s budget committee, negotiating fiscal packages on labour-market integration and decarbonization. At the OECD’s Employment Directorate, she led research on the role of social dialogue in facilitating labour-market transitions and contributed to broader analyses of labour-market change.
She holds an MPP from the Hertie School and a BA in Philosophy & Economics from the University of Bayreuth, Germany.
